    背景

     

    欧盟和中国都处在绿色、循环、数字经济的转型期。新技术的出现和应用、人口结构的变化改变了我们的生活和工作方式。新的工作岗位出现,原有的工作岗位或者方式发生了变化甚至被替代。新冠疫情推动了数字转型,也在很大程度上进一步改变了许多人的职业道路。

     

    2020年7月,欧盟委员会颁布了《欧洲技能议程》,旨在帮助个人和企业开发更多、更好的学习和培训机会。通过《欧洲绿色新政》所提出的加强可持续竞争力、确保社会公平,并基于新冠疫情期间的经验教训,建立应对危机的复原力。在欧盟,各地都涌现出对基本技能、数字技能、横向技能和创业技能的新需求。国家、区域和地方层面均已出台了教育和培训相关的政策及行动计划,特别是针对职业教育和培训(VET)以及终身学习。

     

    中国也面对着类似的挑战。在最近几十年,中国一直强调教育和培训在确保个人和国家发展方面的重要作用。最近,中国政府出台了一系列战略决策,通过加强从学校到工作的职业通道建设,以确保职业教育与产业需求相适应。 2021年10月,国务院印发《关于推动现代职业教育高质量发展的意见》,2022年《中华人民共和国职业教育法》时隔26年首次修订通过并实施。强调了职业教育在中国产业升级和经济转型中对于提升劳动力市场技能的重要作用。此外,自2014年起,中国政府在全国范围内推进“大众创业,万众创新”,通过对创新创业的鼓励和支持,进一步拓宽人才就业路径,激发创新竞争力。

     

    在中国加强职业教育和培训体系的过程中,欧盟是重要的合作伙伴。IURC China专题工作会议旨在分享城市与区域的相关经验,探讨如何通过高质量和包容性的教育、培训和终身学习为公民赋能,使公民充分参与,成功管理劳动力市场的转型,从而实现竞争力和创新。本研讨会将重点关注研发(大学和研究实验室)、职业教育及培训(VET)和终身学习(培训机构和企业)以及创业和创新(政策制定者)方面的合作机会。

    通过深入的多边讨论,本合作专题研讨会将展示IURC案例城市与地区在发展高质量和包容性的教育、培训和终身学习,以及提高可持续性、竞争力、社会公平性和复原力时所面临的挑战和解决方案,并为他们提供以下的交流平台:

    BACKGROUND

     

    Both the European Union and China are in a time of transition. The transition towards a green, circular, digital economy significantly changed the way we live and work.  The distribution of smart technologies generated new jobs while some jobs have been changed or disappeared. The demographic change will draw on all diverse talents. The COVID-19 pandemic accelerated the digital transition and also considerably changed the career path of many people.

     

    In July 2020, the European Commission published the Skills Agenda for Europe. The goal is to help individuals and businesses develop more and better skills and put them to use, by strengthening sustainable competitiveness, as set out in the European Green Deal, ensuring social fairness, and building resilience to react to crises, based on the lessons learnt during the COVID-19 pandemic. Across the EU there are emerging needs for basic, digital, transversal, and entrepreneurial skills. Policies and action plans in education and training, especially vocational education and training (VET) and lifelong learning, have been in place at the national, regional and local levels.

     

    Facing similar challenges in education and training of young talents, employable workforce and migrant workers, China has been emphasizing the role of education and training in ensuring the economic success of individuals and the whole country for decades. More recently, a series of strategies are in place to align vocational education with the needs of industry and strengthen the vocational pathway from school to work. In October 2021, the State Council issued the Opinions on Promoting the High-Quality Development of Modern Vocational Education. In 2022, the Law of the People’s Republic of China on Vocational Education was passed and implemented for the first time after 26 years, underlining the role of VET in upskilling the labour market for industry upgrading and economic transition in China.

     

    In the process of strengthening China´s vocational education and training system, the EU is an important partner. The IURC China thematic cluster working session aims to share how cities and regions achieve competitiveness and innovation, by enabling citizens through quality and inclusive education, training and lifelong learning to participate fully in society and manage successfully in the labour market transition. This webinar will focus on cooperation opportunities in research & development (universities and research labs), VET and life-long learning (training providers and businesses) and entrepreneurship and innovation (policymakers).

     

    OBJECTIVES

     

    Through deep multilateral discussion, this thematic webinar seeks to showcase challenges and solutions for developing quality and inclusive education, training and lifelong learning, enhancing sustainability, competitiveness, social fairness and resilience in IURC pilot cities & regions and provide them with a networking opportunity to:

     

    1. Share perspectives, policy initiatives, and best practices
    2. Identify potential common projects and relevant stakeholders to address the transition to a competitive, green, digital and resilient economy.
